Newfoundland and Labrador Provincial Nominee Program (NLPNP)

The Newfoundland and Labrador Provincial Nominee Program (NLPNP) is an economic immigration pathway allowing the province to nominate qualified candidates for permanent residence. The program offers several streams: Skilled Worker, Express Entry, International Graduate, International Entrepreneur, and Priority Skills. NL actively seeks immigrants to address labor shortages in key sectors such as healthcare, technology, aquaculture, tourism, and skilled trades. The province offers an exceptional quality of life with affordable cost of living and welcoming communities.

Who is this program for

This program is for skilled workers with a job offer in NL, international graduates from post-secondary institutions in the province, entrepreneurs wishing to start or purchase a business, Express Entry candidates seeking a provincial nomination, and professionals in high-demand sectors (healthcare, IT, skilled trades). Candidates must demonstrate their intention to settle permanently in Newfoundland and Labrador.

Main criteria

1
Valid job offer from a Newfoundland and Labrador employer (for most streams)
2
Minimum language proficiency: CLB 4 to 7 depending on the stream (English or French)
3
Educational Credential Assessment (ECA) for studies completed outside Canada
4
Relevant work experience in the field of the job offer
5
Sufficient settlement funds to support yourself and your family
6
Genuine intention to live and work in Newfoundland and Labrador permanently
7
Age between 21 and 59 years (for certain streams)

Process steps

1. Determine your eligibility

Assess which NLPNP stream matches your profile: Skilled Worker (qualified workers with job offer), Express Entry Skilled Worker (candidates with valid EE profile), International Graduate (graduates from NL institutions), International Entrepreneur (entrepreneurs with business plan), or Priority Skills NL (high-demand occupations).

2. Obtain a job offer (if required)

For most streams, you must obtain a valid job offer from a NL employer. The job must be full-time, permanent, and match your education and experience. The employer must demonstrate they could not find a qualified Canadian candidate.

3. Prepare your documents

Gather all required documents: valid passport, language test results (IELTS, CELPIP, TEF or TCF), credential assessment (WES, IQAS, etc.), employer reference letters, proof of settlement funds, signed job offer, and completed application forms.

4. Submit your application to NLPNP

Submit your application online through the NL immigration portal. Ensure all forms are completed correctly and all supporting documents are included. Pay the provincial processing fee of $250 CAD.

5. Receive provincial nomination

If your application is approved, you will receive a provincial nomination certificate. For Express Entry candidates, this adds 600 points to your CRS score, virtually guaranteeing an Invitation to Apply (ITA).

6. Apply for permanent residence

With your nomination, submit a permanent residence application to IRCC. For non-Express Entry candidates, use the paper application process. For Express Entry candidates, submit through your online account after receiving the ITA. Processing typically takes 6 to 18 months.

Common mistakes to avoid

  • ⚠️Failing to demonstrate genuine intent to settle in Newfoundland and Labrador (officers verify carefully)
  • ⚠️Submitting expired language test results (2-year validity)
  • ⚠️Job offer not matching the candidate's qualifications or experience
  • ⚠️Insufficient documentation of work experience (vague or incomplete letters)
  • ⚠️Not providing an Educational Credential Assessment (ECA) for foreign studies
  • ⚠️Insufficient settlement funds or inadequate banking documentation
  • ⚠️Errors or inconsistencies in application forms
  • ⚠️Not informing the employer about program requirements (offer must meet specific criteria)
Important note: Newfoundland and Labrador offers one of the most accessible provincial programs with relatively short processing times. The province faces significant demographic challenges and actively seeks immigrants. Priority sectors include healthcare (nurses, doctors, care aides), information technology, aquaculture, tourism, and construction trades. The cost of living is among the lowest in Canada, and the province offers settlement assistance programs for newcomers.
