Who is this program for

This program targets French-speaking foreign workers with French proficiency (generally CLB/NCLC level 5 or higher), who have received a job offer in a skilled occupation (TEER 0-5) from an employer located outside Quebec. Candidates must demonstrate their French language ability through recognized test results (TEF, TCF) or other acceptable evidence. The program is particularly advantageous for French-speaking professionals, technicians, managers, and skilled workers.

Process steps

1. Employer submits offer on Portal

The Canadian employer submits the job offer through the IRCC Employer Portal, pays the $230 compliance fee, and obtains a job offer number.

2. Prepare work permit application

Gather all documents: passport, job offer number, proof of French proficiency (TEF/TCF results), proof of qualifications, CV.

3. Submit application to IRCC

Submit your work permit application online through the IRCC portal by selecting the 'Francophone Mobility' exemption (code C16).

4. Biometrics

Provide your biometrics at a designated collection point if you haven't done so recently.

5. Receive work permit

If approved, you receive a letter of introduction. The work permit is issued upon arrival in Canada or mailed if you are already in Canada.
