Who is this program for

This permit targets foreign workers who have received a job offer from a Canadian employer who has obtained a positive LMIA. This includes workers in highly skilled positions (TEER 0, 1, 2, 3), workers in lower-skilled positions (TEER 4, 5), seasonal workers, and caregivers. Employers must demonstrate they have made recruitment efforts to hire Canadians before turning to foreign workers.

Process steps

1. Employer applies for LMIA

The employer submits an LMIA application to ESDC, demonstrating Canadian recruitment efforts and employment conditions offered. The employer pays a $1,000 fee per position.

2. Obtain positive LMIA

ESDC evaluates the application and, if approved, issues a positive LMIA to the employer. The employer provides the LMIA number and a copy of the job offer to the worker.

3. Prepare work permit application

Gather all required documents: passport, job offer letter, LMIA number, proof of qualifications, photos, etc.

4. Submit application to IRCC

Submit your work permit application online through the IRCC portal or through a Visa Application Centre (VAC) depending on your country.

5. Biometrics and medical exam

Provide your biometrics at a designated collection point and complete a medical exam if required for your position or country of origin.

6. Receive decision and work permit

If approved, you receive a letter of introduction (port of entry). The work permit is issued upon your arrival in Canada.
